Morocc, near as anyone can tell, was founded some 10,000 years ago by a group of eighteen powerful warriors, who solidified the region under their own command, then ruled peacefully for what seems to have been millennia. However, the people of Morocc had a problem. The apicorns which were plentiful elsewhere were never brought to Licentia, due to the land’s distance from all other regions. As such, a different practice was born, one which lives on, barely, to this day. Under the Moroccian Command, a Pokémon is not bound to the trainer’s will by an external device, but by the trainer’s personal power, with which he overpowers and humbles the wild Pokémon, then presses it into the warrior’s service. As such, the only people capable of catching wild Pokémon were those of powerful wills and weapons, meaning the eighteen warrior-kings were of an already very exclusive class of people.
Technically, almost anywhere you go in Licentia, you will find remnants of the Moroccian power, but the ruined city of Morocc itself is considered the only useful excavation site, due to its geographic isolation and relative un-looted-ness.
